Clicking "Help" Opens Two Windows

When I click "Help" in Microsoft's Internet Explorer two browser windows are opened instead of one.

Answer

This is known, and in a sense isn't a "bug" as it was done on
purpose. The problem is with Netscape. Netscape requires we hit it twice with the "open new browser" directive before it will open up a a single new window with JAVA. The side effect in IE is 2 windows.
