How can I make the top level read only?

I want the users to be able to add folders and discussions at lower levels, but not at the top level. How can I make the top level read only?

Answer

Put a check in the "Make top-level page read-only" box of both the Registered Users and Guests sections of the control panel. In early releases this check box was in the General section of the control panel.
